Formation of CIA
The Central Intelligence Agency started its operation in 1947, right after the end of the Second World War. One of the foremost factors that prompted the foundation of the organization was to collect intelligence on the foreign threats faced by the United States and in the process, provide national security. In those days, the US had a coastal defense system in place, but due to the advancement of technology, it was no longer enough to hold the nation safe. There emerged a great need to develop an effective, efficient and coordinated intelligence service in order to defy any future military, economic and political threats faced by the US.According to one of the historians at the agency, “It was understood that this service had to be modern, independent and distinct from other federal departments, if it should counter communist threats from inside and outside the United States in a prompt and successful manner”.
Contribution of OSS and William Donovan
The Office of Strategic Services or OSS formed during the Second World War was the precursor to the Central Intelligence Agency and Army General and lawyer, William Donovan was the driving force behind it. During the war, Donovan had full control over a network of spies and undercover agents of the OSS. After the war, he was appointed to the position of Director of the Central Intelligence Group which later became the Central Intelligence Agency. Donovan was quite instrumental in laying the foundation of the Central Intelligence Agency as he invited many OSS agents and notable figures from other intelligence efforts from across the world to his agency.
Division of Duties
The formation of CIA also defined the roles of the different intelligence services within the federal government for the first time. All the intelligence departments in the US were assigned specific roles. Other than this, the National Security Council or NSC was established to provide coordinated defense strategies among the three military services of the US i.e. Army, Navy and Air Force.
CIA’s Initial Structure
In order to foster the growth of the agency, specific sections and groups were created under the Central Intelligence Agency. This included the Office of National Estimates, Office of Collection, Office of Plans and Operations and the Office of Security. All these sections and groups coordinated and shared information with each other to form an efficient intelligence network.
Restrictions on CIA’s Operations
Since its inception, the Central Intelligence Agency has been least open about its activities and operations, in spite of the fact that there have been series of federal legislations, court decisions and other executive orders that limited the agency’s powers. For instance, the CIA could not carry out any law enforcement activities or use any spy or agent for the purpose of collecting information for political reasons. Besides, any information collected by the agency had to be shared with other intelligence departments across the US.
Tsunami of Changes
Since its creation in 1947, the Central Intelligence Agency has undergone several reforms and changes in order to upgrade its capabilities, intelligence gathering activities, methods and toolsets. Over the years, the agency has extended its responsibilities to include advise the president on matters relating to national security, provide valuable intelligence through the National Security Council and develop defense strategies to counter foreign threats.
Role of CIA in Today’s Security
In the present day, the Central Intelligence Agency is much more than just a provider of intelligence. As more than ever, the agency keeps a close watch on the international political affairs, handles diplomatic relations of the United States with other countries and performs a wide range of activities in order to strengthen global counter terrorism strategies.

Through its various diplomatic efforts, the agency helps in creating peace and stability between various countries which in turn, results in much greater economic wealth for the nations involved. The intelligence gathered by the Central Intelligence Agency helps in reinforcing the US defense system. From its national defense concerns, to matters related to conducting a ground invasion and regional security, the agency provides enough intelligence that allows the US to have a more effective response in almost any situation.

The Central Intelligence Agency has also taken steps to upgrade its intelligence gathering techniques and advance its surveillance technologies. The Central Intelligence Agency has also played a major role in bridging the disparities in access to information. Through its partnerships with other governments, the agency is able to leverage the data and resources of other countries to strengthen US security. This data is then shared with other US intelligence agencies and governmental departments in order to provide an overall national security system.

The Central Intelligence Agency has also taken some initiatives in reforming its intelligence practices. Such a model has enabled the agency to team up with other intelligence agencies from around the world, get access to their resources and databases and then apply their own resources to the collective effort to eliminate the gaps between the different intelligence networks.
