The report found that while 38 percent of employees at the three agencies were female, women only made up 22 percent of senior staff. In MI6, women accounted for just 17 percent of senior positions, while at GCHQ they held 25 percent of such roles.
The MPs noted that the agencies were “lagging behind” other parts of the intelligence community and the public sector as a whole, where 47 percent of employees are women.
The ISC said that the agencies must do more to improve diversity, particularly at senior levels, in order to maintain their “operational effectiveness”.
The report’s findings come as the intelligence agencies face increased scrutiny over their workplace cultures, following a series of high-profile sexual harassment and bullying scandals.
